Mayors Cup Charity Regatta - Sept. 18, 2021

1. RULES

1.1. The regatta will be governed by the rules as defined in:

1.1.1. The Racing Rules of Sailing (RRS).

1.1.2. The current PHRF regulations, as administered by South Bay Cruising Club.

1.1.3. Current Minimum Equipment and Safety Recommendations of GSBYRA and South Bay Cruising Club.

1.1.4. Current class rules for one-design fleets if there is a one-design class.

1.2.3. RRS 44.1 “Penalty at the Time of an Incident” is modified as specified in RRS V1.

1.2.4. RRS 62.1a is amended to add “Failure of a boat to see or hear her recall notification and the timing and order of such hail shall not be cause for redress.”

1.2.5. RRS 61.1(a) is amended to include “A boat initiating a protest shall immediately after finishing, notify the race committee over VHF channel 72 of its intent to lodge a protest and the identity of the boat(s) being protested until acknowledged by the race committee.”  Please do your best to keep the Corithian spirit and only protest if absolutely necessary.  

1.2.6. RRS 61.3 and 62.2 are changed such that the time limit for protests is 60 minutes after Race Committee boat arrives at the dock after the race. 

1.2.7. RRS 35, RRS A4, and RRS A5 are modified to include a finishing time limit window.

NOTICE OF RACE

2. ELIGIBILITY AND ENTRY

2.1. The regatta is open to boats of PHRF (spinnaker, non-spinnaker, and cruising)

2.1.1. Eligible boats can enter by emailing Aleboat11@yahoo.com. Awards party entry fee can be paid in cash at LIYC directly following the race. The final deadline for entries is on the water with the committee boat.

PHRF handicaps used will be determined by the South Bay Cruising Club handicap chair person.

If fewer than 3 entries are received for any one-design class, they will be entered in an appropriate PHRF class unless they wish to withdraw their entry.

The intent of the Cruising division is that all sails will be of woven polyester such as Dacron, no spinnakers, gennakers, or Code 0 sails may be used.

No boat shall make any change during the regatta which would affect its rating.

3. FEES

3.1. The registration is FREE for PHRF and one-design multiple crew boats.  Awards Party at LIYC is a $100 donation to Save the Great South Bay and includes Beer, Food, Oysters and Apps. 

SCHEDULE OF RACES

  • 4.1.  Racing is scheduled for Saturday, September 18, 2021.

  • 4.2.  The scheduled time for the first warning signal of the Mayors Cup is 1100 hrs.

  • 4.3.  There will be a rolling start for each PHRF class starting with Spinnaker then Non-spin and finishing up with Cruising class.


5. SAILING INSTRUCTIONS

  • 5.1.  This document will be the sailing instructions 

6. VENUE

6.1. The venue is Long Island Yacht Club in Babylon, Long Island, NY. The starting

area will be, in the vicinity south of Babylon Yacht Club (Babylon Cove Area).

7. COURSES

  • 7.1.  The course for all classes will be indicated by the race committee and be comprised of a combination of government and/or temporary marks.

  • 7.2.  It is the intention of the race committee to prefer windward start for PHRF and Windward Leeward racing for one-design.

  • 7.3.  The possible courses for the Mayors Cup Regatta are SBCC Babylon Courses 6, 8 or 9.

  • *Race Committee may drop a pin upwind of the start line to ensure an upwind start, then one of the above courses will be ran.  Check in with RC before the starting sequences. 

  • 7.4. When passing under the Robert Moses Bridge the center span must be used.

  1. PENALTY SYSTEM

8.1. RRS 44 is modified as specified in RRS Appendix V1 & V2.

9. SCORING

9.1. Time allowances will be as per GSBYRA PHRF procedures using time on distance and will be based on the course distance as calculated by the RC, regardless of the distance sailed.

10.RADIO COMMUNICATION

  • 10.1.  Each boat shall carry a VHF radio capable of transmitting and receiving on channel 72.

  • 10.2.  Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

11. PRIZES

  • 11.1.  Prizes in each race will be awarded as follows for each class: First Second and Third for each division if there are at least 3 boats racing in that division.

  • 11.2.  The name of the first place finisher in each PHRF division of the Mayors Cup race will be placed on the Mayors Cup Trophy, which is on permanent display at Long Island Yacht Club.

12.DISCLAIMER OF LIABILITY

12.1. Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

13. INSURANCE

13.1. Each participating boat shall be insured with valid third-party liability insurance.

14.POST-RACE RECEPTION

14.1. Competitors only this year are invited to gather for an awards celebration at Long Island Yacht Club after racing from 3-5pm.

15. Other

15.1. Limited guest dockage will be available to boats at LIYC on a first come first served basis. Small boat hoist and launching ramp access may be available upon request. For dockage post race, please contact Eric Winberry at 631-748-5527 to make arrangements.
